TUBITAK NATIONAL METROLOGY INSTITUTE

TÜBİTAK National Metrology Institute (TÜBİTAK UME) is a public research and development institute operating under the authority of the Scientific and Technological Research Council of Turkey (TÜBİTAK) that was formally established as an autonomous institute in 1992 with the mandate to serve as the national metrology institute for Turkey.

TÜBİTAK UME establishes and maintains the national reference measurement standards in accordance with the International System of Units and disseminates measurement traceability throughout Turkey through the provision of primary level calibration and measurement services. Additionally, based on its expertise in primary level metrology, TÜBİTAK UME provides training in more than 70 topics in metrology, consulting services, custom made metrological equipment and systems and contract research and development services.

As of the end of 2018, TÜBİTAK UME had established 126 primary level measurement standards within 29 specialized laboratories covering mechanical, physical and chemical measurements. In the same year, approximately 5,700 calibration and tests were performed, 1,281 person days of training and 350 person days of consulting services were provided. TÜBİTAK UME’s customer portfolio consisted of more than 800 establishments, both in Turkey and abroad, and includes calibration and test laboratories, industrial establishments, public agencies and the armed forces. All calibration and testing services are covered by a Quality Management System (QMS) that is set-up according to ISO/IEC 17025:2017. TUBITAK UME’s QMS has been approved by the Technical Committee for Quality (TC-Q) of the European Association of National Metrology Institutes (EURAMET) in the years 2002, 2008, and 2013 as required by the provisions of the CIPM Mutual Recognition Arrangement. A significant proportion of TUBITAK UME’s calibration and test services are also accredited according to ISO/IEC 17025 by TÜRKAK (AB-0034-K and AB-0092-T). Additionally, TÜBİTAK UME’s was accredited according to ISO Guide 34 as a producer of certified reference materials in 2016 (AB-0001-RM). 

As a component of the Turkey’s national quality infrastructure, TÜBİTAK UME cooperates closely with other national institutions that are responsible for accreditation, standardization, legal metrology and certification. For example, TÜBİTAK UME staff act as assessors for TÜRKAK in accreditation assessments of calibration and test laboratories and take an active role in a number of their sector committees. Cooperation with the Turkish Standards Institute (TSE) has taken the form of the provision of technical know-how, production of measurement instrumentation and training of staff for the upgrading and strengthening of TSE’s industrial metrology facilities. TÜBİTAK UME also contributes to standardization activities through participation in 16 different TSE Mirror Technical Committees.

In the field of scientific metrology, Turkey is fully integrated into international structures. TÜBİTAK UME signed the CIPM Mutual Recognition Agreement in 1999, which provides for the international recognition of the equivalence of national measurement standards and calibration certificates issued by signatory national measurement institutes. Under the provisions of the agreement, TÜBİTAK UME has participated in 215 international measurement comparisons to demonstrate the equivalence of the national measurement standards it holds and its measurement capabilities. Based on the results of these comparisons and other demonstrations of competence, 523 calibration and measurement services provided by TÜBİTAK UME are recognized in 98 countries. The international recognition of metrology services that underpin conformity assessment and product certification services contributes to the easing of technical barriers to trade and the free movement of goods within the context of Turkey’s customs union with the European Union.

As the national metrology institute of Turkey, TÜBİTAK UME is a full member of the European Association of the National Metrology Institutes (EURAMET) and an associate member of the Eurasian Cooperation of National Metrology Institutes (COOMET) and the Gulf Association for Metrology (GULFMET), all of which enable TÜBİTAK UME to maintain a dense network of cooperative relationships across a geography encompassing Europe, Central Asia and the Middle East. TÜBİTAK UME also represents Turkey in technical matters before the International Bureau of Weight and Measures (BIPM) and other decision-making and consultative bodies established under the Meter Convention.
